Our group believes in the ASU Charter and its goal to be “measured not by whom it excludes, but by whom it includes and how they succeed.” We are a diverse team of individuals that strive to provide strategic and critical business support to our internal and external partners.


Carmen D'Angelo

Bio: Carmen D’Angelo is Deputy Vice President for Educational Outreach and Student Services, Fiscal and Business Services, at Arizona State University. Her responsibilities include oversight of all fiscal, HR, sponsored projects, technology, asset management, audit/compliance, and business operations across all EOSS departments and units, as well as direct support of the Senior Vice President’s office.
Carmen started her career in the non-profit and marketing industries before coming to ASU. Since joining ASU, she has served in various administrative and teaching capacities at ASU in the past 20 years of her time here. In addition to working in academic units such as Sociology and Watts College, she also spent a few years working in the Student Accessibility and Inclusive Learning unit on the Federal TRIO program. Carmen also served as a faculty associate for a number of years, teaching in the ASU Criminology program.
Carmen has a BS in justice studies, BA in psychology, and MS in global technology and development. Additionally, she also has her national Certified Public Manager certification. She is currently pursuing her Doctorate in Education Leadership at Mary Lou Fulton Teacher’s College, researching students’ decision-making process and the impact of housing choices on student success. 

Robert Budach

Bio: Sr. Director, Business Strategy, Compliance and Asset Management rbudach1@asu.edu Robert Budach has over 20 years of experience at ASU. He has earned an MBA, a Project Management Professional License, and a Certified Auxiliary Service Professional credential. Additionally, he has also completed his Master’s degree in leadership studies. Rob’s passion is to be a value-generating professional and a thoughtful service leader. His mission is to preserve what makes the institution a special place and a special time, not measured by who we exclude, but who we include and the depth of that experience. His excitement comes from sharing what he does with others, including building relationships, in hopes of helping them in any way become the best versions of themselves.

Marcos Romero

Director of Human Capital and HR Operations

Bio: Joining the university in 2009, Marcos started as acting liaison for various departments within ASU working in the Payroll Department where he sharpened his skills learned from multiple areas of discipline. Marcos assisted with PeopleSoft upgrades and new functional implementations such as the Personnel Transaction Requests where he learned a deep understanding of system functions. Marcos transitioned to the Vice Presidents Office within the Educational Outreach and Student Services department in 2019 where he took his previous knowledge to help develop and create a new model for Human Resources within the organization. Currently Marcos is the acting Director of Human Capital and HR operations and will continue to dedicate himself to continuous education and innovation while progressing the human element within this organization.

Joanne Anderson

Joanne Anderson
Director, Fiscal Operations

Joanne Anderson serves as the Director of Compliance and Audits for Educational Outreach and Student Services.  In her role, she is responsible for managing unit level compliance to ensure contracts, processes, and operations meet or exceed the Universities policies.  Additionally, she oversees EOSS level initiative and financial hierarchies to track spend, allowability, and use/misuse of account expenditures including overseeing audits as POC for the university.  Joanne began her tenure at ASU in 2001 serving as Health Services BOM, Sr. to manage the billing, insurance, referrals, financial management, and business operations.  Joanne’s 30 years of experience in the non-profit health care industry has made her well-versed in advanced financial management practices across the health care profession. During her professional path she has gained experience in operational and capital budgeting, long-range financial planning, contracting, and daily financial operations including statutory filings, corporate income tax, and cost report preparation. Beyond her business acumen, she is adept at working with diverse groups including boards of directors, various finance committees, audit committees, executive committees, governing boards for colleges, financial institutions and city governments. Joanne earned her Bachelor degree in Finance from St. Xavier University in Chicago, Illinois.

Siera McLellan

Bio: Siera attended Arizona State University and obtained a Bachelor of Interdisciplinary Studies degree. After graduation, she jumped into the financial industry working for Arizona State Credit Union for the next few years. Realizing her interest in the financial world and love for ASU could collide, she joined the USG Business Office in 2016. She quickly expanded her career with EOSS by serving in multiple roles including Business Operations Manager, Sr and Associate Director. Her experience, willingness to work hard, and her positive attitude led her to her current position within the Sr. VP’s office for EOSS. Outside of ASU, Siera enjoys spending time with her husband and her two children.

Ashley Nogales

Bio: Ashley attended Arizona State University and completed a bachelor's degree in secondary education. Upon graduation she began teaching high school algebra at her alma mater Sunnyslope High School. In 2016 she continued her education while working as a data analyst at Grand Canyon University. In 2018 she earned her Masters degree in business administration. Her passion for budgets and data analytics led her to her current for the Sr. VP’s office for Educational Outreach and Student Services at ASU.

Amber Packard

Amber Packard
Business Operations Manager

Bio: Amber Packard is a Business Operations Specialist, Sr with over 17 years of experience in business and finance operations. Amber started her ASU career in 2005 with Telephone Services/UTO Business Office, transitioning to the Physics Business Office and now has found herself settling into the EOSS Sr. Vice President’s Office Team. Her years away from ASU allowed her to gain additional experience and knowledge in many aspects of business operations being the Operations Manager of a specialty coffee roaster and Business Office/HR Manager for a trailer manufacturing company while residing in Northeast Texas. Amber’s activities outside of ASU include going on adventures with her husband/high school sweetheart, attending air shows and hitting the trails in her jeep. She is also passionate about her horses and spends countless hours in the barn, training and traveling to shows.

Brenda Palacios

Bio: Brenda Palacios is a Department HR Generalist for the Senior Vice President's Office of Educational Outreach & Student Services. Prior to working at ASU, she held a role as an Area HR Generalist for a non-profit organization, as well as worked as an HR Partner for manufacturing and mining organizations, supporting working teams and management alike. Brenda began her HR Career in the mining industry, looking to support employees and ensure fair and healthy work environments, and serve as a guide and a support system. She found her purpose to be in this field as seeingthe value in people and their right to have the best working relationships with the organization they work for.  She feels it’s of mutual gain to ensure both the employees and organization are protected and loves to be the guide in doing so. Brenda was first drawn to this career by when attending Phoenix College taking a business law class. From there she decided to attend Grand Canyon University to earn a bachelor's degree in business administration knowing that she could have an impact in protecting people within the workforce.

Bio: Gunner graduated Arizona State University in May of 2022. He joined the team in the summer of 2022 as a Data Analysis Specialist supporting EOSS Fiscal and HR Operations with their data needs.

Robert

Clinton Skvarek
Business Operations Manager

Bio: Clinton Skvarek is the Business Operations Manager for the Senior Vice President’s Office, providing direct support to Educational Outreach and Student Services. In his role, he performs work in accounting, fiscal management, and operational support for various state/local and sponsored accounts. Skvarek is a Sun Devil alum, having earned a BS in pre-health and psychology in 2013, and is currently a student in the W. P. Carey School of Business MBA Program. Skvarek has held several positions working in the field of operations and management both during his undergraduate studies and after graduation. A 2015 graduate of the United States Navy Officer Candidate School, he began his military career as a Naval Flight Officer and later transitioned to serve in the intelligence field as a Cryptologic Warfare Officer. Skvarek finished out his military service supporting operations at the National Security Agency . He joins the Senior VP Office at an exciting time of growth – bringing forth his skills and knowledge to help drive and manage the vision of EOSS.

Jessica Yeiter

Bio: Jessica received a bachelor's degree in French and history from Western Michigan University. After this, she applied for and was granted an internship to live in France for a year and a half. While she loved it, she recognized the need to come home and apply these skills in her career. She moved out to Arizona for a job opportunity but came to realize that this should be her forever home. Jessica went back to school and got another bachelor's degree in accounting, and computer information systems. She also has a certificate in business data analytics. She seeks to help people and pass back all of the learning and knowledge that she has gained over the years, which fits nicely into the community of ASU and its charter.
