Carmen D’Angelo

Deputy Vice President

Carmen DAngelo is Assistant Vice President for Educational Outreach and Student Services, Fiscal and Business Services, at Arizona State University (ASU). Her responsibilities include oversight of all fiscal, HR, operations, and business services across all EOSS departments and units, as well as direct support of the Senior Vice President’s office.
Carmen has served in various administrative capacities at ASU in the past 18 years of her time here. She started her career in the non-profit and marketing industries before coming to ASU. Carmen has a BS in Justice Studies, BA in Psychology, and MS in Global Technology and Development. Additionally, she also has her national Certified Public Manager (CPM) certification. She is currently pursuing her EDD program at Mary Lou Fulton Teacher’s College. Carmen also volunteers for WACUBO, assisting with planning events.

Amber Hall

Associate Director

Amber has over 17 years of experience working in proposal development, contract management and financial capacities. Amber started her career in the defense industry, supporting small businesses with their innovative research grants and large competitive Research &Development proposals and contracts. Over the past 10 years at ASU, she has pivoted from research to academic unit support and in recent years is providing growth and leadership within educational outreach and student services operational and fiscal oversight. She is actively involved with the development of staff and served in a voluntary capacity as the Treasurer and President of ASU Staff Council Downtown Campus where she provided fundraising and leadership to the council tackling varying issues. Amber earned a Bachelor’s of Science in Communication from Arizona State University and a Master’s of Administration with a Project Management emphasis from Northern Arizona University. She also has a Six Sigma Green Belt certification and is currently pursuing a Certified Public Manager designation through the Bob Ramsey Executive Education program.

Ashley Nogales

Assistant Director of Strategic Budget Planning & Data Analytics

Ashley attended Arizona State University and completed a bachelors degree in Secondary Education. Upon graduation she began teaching high school algebra at her alma mater Sunnyslope High School. In 2016 she continued her education while working as a Data Analyst at Grand Canyon University. IN 2018 she earned her Masters Degree in Business Administration. Ashley joined ASU and EOSS in 2018 and continues to grow her passion for strategic budget planning and data analysis within the EOSS team.

Marcos Romero

Assistant Director of Human Capital and HR Operations

Marcos has been with Arizona State University since 2009 acting as a liaison for departments in the Payroll Department and has worked on projects to implement the Personal Transaction Requests (PTR) and PeopleSoft Upgrades. Working closely with the Office of Human Resources, Benefits and Data Management he has gained a wealth of knowledge and experience which he has brought to the Educational Outreach and Student Services VP Office in 2019. Since then he has helped design and implement the EPAR and assist with guides and training material to help the organization grow. Marcos earned his Bachelor’s Degree in Design Management with a Minor in Urban Planning.

Linda Youkhana

Business Operations Specialist

Linda is currently the Business Operations Specialist for the Senior VP office of EOSS Fiscal & HR Operations. She has been with ASU since 2017. Her previous experience with ASU’s Admission Services allotted her an easy transition into her current role. Linda obtained her Liberal Arts Degree from Northeastern Illinois University. Her education and over 25yrs of Office experience within multiple businesses and Academic Institutions has earned her the ability to perform her role with ASU; Moreover, comfortably and with no hesitation, sharing her knowledge and skills in assisting all new incoming ASU family members within her respective department. Linda takes great pride in acknowledging that respect is earned and that knowledge is gained from everyone who shares their prowess to broaden her view and skill within her employment role and especially with Arizona State University viewed by her as, a home away from home.

 

 

 

Jeff

Jeff Darbut

Manager - Audit & Compliance

Jeff has over 15 years of experience working in technology fields with an emphasis in business and data analysis, automation solutioning, and project management. Jeff has provided technology consulting and support to government, private, and non-profit organizations. His work in higher education began in 1995 and he started at ASU in 2007 providing operational and fiscal oversight for several research centers. Jeff earned a Bachelor’s of Science in Technical Communication from Arizona State University, is a certified Project Management Professional (PMP), and a certified Master Gardener with the Maricopa County Cooperative Extension.

Robert Budach

Director of Asset Management - Housing & Dining Finance

Rob began his career in higher education 2001 working in student housing and auxiliary services. Originally from Illinois, Rob had experiences working at North Central College in Naperville, Il; University of St. Louis-Missouri, and Northern Illinois University. Rob holds a master’s degree in Leadership Studies and an MBA. He joined University Housing at Arizona State in 2009 originally working in residence life. He has experience working in Housing & Dining Operations and Finance. As an undergraduate at Augustana College in Rock Island, Illinois, Rob lived all 4 years on-campus serving in residence life leadership roles. Rob’s favorite part of his job is stewarding resources that all ensure current and especially future students are able to have transformative experiences living on campus.

Kyle Johnson

Business Operations Manager

Kyle Johnson is the Business Operations Manager for Educational Outreach and Student Services, Fiscal and Business Services at Arizona State University (ASU). He attended Hamline University in Saint Paul, Minnesota where he was a member of the football and track and field teams as well as Army ROTC. He graduated with a Bachelor’s degree in Digital Media Arts. He then attended Grand Canyon University and received a Master’s of Business Administration. He has previous experience in finance and accounting working for MassMutual as well as experience working as a Management Analyst as a Navy contractor. Kyle is also a Field Artillery Lieutenant in the California Army National Guard having deployed to Afghanistan and served in activations including COVID-19 support, civil disturbance peacekeeping, and wildland firefighting operations.

Rachel Alvarez

Business Operations Specialist Senior

Rachel has been with Educational Outreach and Student Services since 2019 serving as an administrative assistant in the Office of the Senior Vice President. During her time with the Office of the Senior Vice President, Rachel helped expand the external funding side of EOSS fiscal operations and quickly transitioned into her role on the team. Rachel attended Arizona State University where she earned her Bachelor of Science degree in Psychology with a Minor in Criminology and Criminal Justice.

Amber Packard

Business Operations Specialist

Amber Packard is a Business Operations Specialist with over 17 years of experience business and finance operations. Amber started her ASU career in 2005 with Telephone Services/UTO Business Office, transitioning to the Physics Business Office and now has found herself settling into the EOSS Sr. Vice President’s Office Team. Her years away from ASU allowed her to gain additional experience and knowledge in many aspects of business operations being the Operations Manager of a specialty coffee roaster and Business Office/HR Manager for a trailer manufacturing company while residing in Northeast Texas.
Amber’s activities outside of ASU include going on adventures with her husband/high school sweetheart attending air shows and hitting the trails in her jeep. She is also passionate about her horses and spends countless hours in the barn, training and traveling to shows.

Gunner Tillemans

Data Analysis Specialist

Gunner started his undergraduate at ASU in the fall of 2018 and recently graduated Arizona State University in May of 2022 attaining his Bachelor’s Degrees in Data Science, Economics, and Political Science and minored in Communication and Philosophy. Gunner joined the team in the summer of 2022 as a Data Analysis Specialist supporting EOSS HR and Fiscal Operations with their data needs. He plans to pursue his masters in computer science while continuing to learn and grow within the EOSS team.

Sydney Brut

Business Operation Specialist

Sydney graduated from ASU in 2021 with her Bachelors in Business Management and a minor in Fashion Design. Having enjoyed working for University Housing as a Community Assistant for her final two years of undergraduate studies, Sydney has returned to work for ASU EOSS as a Business Operations Specialist where she can implement her management and financial skills to effectively support the Graduate and Professional Student Association as well as the Student Rights and Responsibilities department. She enjoys utilizing her experience managing interpersonal relationships and supporting students to achieve the best possible academic experience at ASU. In her free time you can find Sydney sewing apparel or working with her therapy rabbit.
